Summary

Norma Joan Willoughby stood as an Independent candidate in the Legislative Assembly seat of Coburg at two Victorian state elections, which were held on 1 October 1988 and 3 October 1992.

Willoughby served the people of Coburg on the Coburg City Council for seven years. She was first elected to a three year term in 1987 but only served one year when a redistribution of boundaries resulted in another election in 1988. She was elected for three year term and stood again in 1991 when she was re-elected for a final term which ended when the amalgamation of councils took place in Victoria in 1994.

Willoughby loved serving the people of Coburg and held the position of Mayor of the City of Coburg from 1991-92. A true independent, she was nevertheless respected by Labor Prime Minister Bob Hawke and his wife Hazel who, in Hawke's capacity as the Member for Wills, visited Coburg frequently during Willoughby's term on council.
